    FWS distributes the funds to the states. They don't directly issue grants to NGOs from PR or Dingell Johnson. So there's something fishy with the article itself.

    I haven't done it but a big consideration would be are both of you going to be hunting or will one of you be filming. Whoever is on film duty won't need to move as much . If both of you are hunting, neither of you will have to move if you can shoot strongside on her weak and vice versa.
