Absolutely use a tether lock of some sort. Ohm, clothespin, paper clamp, Prussics, bungee, etc.Using an EWO UP with a 3 step aider. All is well until I climb up on the bottom step of the stick. My rappel rope/tether falls and it requires me to shimmy it back up.
Is this just the way it is one sticking? Or will the tether locker help?

Of course it will try to pull your rope down...
You need to experiment with things to keep it 'afloat'.
