triglide cinch strap?

The end piece is called a 1” mil spec metal triglide and that webbing looks to be either 17337 or type 3 of the 43668 in 1” webbing*NOT the tape measure or stool. The strap sewn onto the metal.

I'd call the finished product a "MOLLE strap" or "MOLLE lacing", something along those lines. Any of the tactical gear manufacturers or retailers (HSGI, FirstSpear, Ferro, SKD, etc.) will have similar products in the "accessories" section of their catalogues. REI and other backpacker outfits would call a similar product a "lashing strap", and intend it to attach bedrolls and other items to lashing points on the outside of backpacks. What do you plan to use it for?
