    No, never need to change socks. For me, feet arent cold because of wet socks they are cold because its 5 deg and windy. I was looking at boot covers to let me hike in with light weight boots and then put on the covers vs heavy weight and have sweaty feet.

    I prefer 10 to 20 mph, and if you can deal with creeping in at the tail end of the rain they will move close to bedding/thick at the end of the storm.
