Finding good numbers of black bears

Hi everyone I would like to ask which state holds good numbers of black bears and public land to hunt with OTC tags, I have spent 10 days in Vermont which was stunning countryside and amazing scenery I managed to get close to one bear but the winds where unstable and he spooked. I am hooked I really want to try for another, many regards wayne
 
We got tons of them in Florida but unfortunately can't hunt them. A couple years back they opened a bear season and 300 were taken in 2 days. That filled their quota and they shut it down in 2 days instead of the week they originally started. Someone recently filmed one in the chilis parking lot by my house in the mid of the day.

 
There are some decent bear #'s on some PA State Forest...plenty in my area as GC relocates them in the western end of my county being that it is the most remote.

East Tennessee is loaded with them. Lots of public to hunt also. I’ve had as many a 6 in one picture on a trail camera in the white oaks.
 
I ran into 2 in 2 days in Arkansas 4 days ago. Every year they come sniffin me up my tree stand.

NC has plenty - both in the Coastal Plain area as well as in the western (mountain) region. Generally, not allowed to hunt bears in the Piedmont (central) part of the state, but we have them there as well. We have several on our farm in the Coastal Plain area as will my brother's destroyed deer feeders will attest to.
 
NC for sure is a good option. If you are not into running dogs the coastal area would be better plus they get damn big there. Mountain areas are popular for traditional running of dogs. I have had a 7’ bear on camera at my property in the foothills of NC mountains but the dogs run the public permit areas there pretty hard.

Alot of guys come from all over to hunt the giants we have around here in NC and Hyde county is by far one of the best!!!! We had one over 800 lbs killed here a few years ago but they couldn't put her in the record books cause she was being fed dead hogs at the near by hog farm!!!
 
Great topic. Lots of bear in Michigan, lottery only, drawn a few over the years, lucky enough to take one with a bow, but first hunt period is 4 years to draw, northern lower I guess your looking at 8 years (points) to draw. Wondering what states have option for non residents to buy over the counter.
 
Western NC. If I could hunt in my neighborhood, I could fill my tag with little effort.

Don’t overlook the North Georgia mountains. We have almost 1,000,0000 acres of public ground just across the North Carolina border in Chattahoochee National Forest that is loaded with bears. Non resident Over the counter tags are reasonable and the season begins in early September and stays open continually until December 26th with a two bear limit. Early bow season in September is a fun time to hunt them since stalking them as they feed in White Oaks is very doable.

PA bear season is not easy for non-residents if I recall. Plus, it's difficult to hunt because you can't bait, use hounds or really anything but sit and wait hoping one will walk by you.
