I hunt a lot MO public and really don't run into a lot of hunters but I look for the most overlooked access points I can. My advice though is to put in for a managed hunt on a large track of public. You will not be picked every year but usually every 2 to 3 years, and you will be on a spot with hardly any pressure and get an extra buck tag. Just remember you can only apply for one managed hunt each year.
 
Ne and north central part of state seemed best. I got a 140" 10 on the wall from that trip. Was alotta deer there and coyotes go go with em
