It looks similar to the load bearing equipment (LBE) that some armed forces use. Let me ask in a different way... What is it/who makes it/can you give us any more info. Seems like you and jtaylor know, why not share?
 
What’s it intended for? I’ve never seen one like that but I’m intrigued.
 
Not sure who makes it nor can I find it anywhere online. It would make a sweet pack with a perfect spot for 1-3 sticks, and several pouches on both hips for tether, rappel line, ROS, gear hanger, calls, snacks, water, first aid. If I wasent forcing myself to try and utilize my JX3 (trying to figure out how to actually shoot a bow from it), this would be my hunting pack. Especially early season when layers are not needed. Almost like a turkey vest.

I posted in another forum and the guys said it’s a wildland fire pack. There was a guy that works for the forestry service in Oklahoma that said he had a bunch of decommissioned ones at his office. I suppose, if a guy knew someone, he could source some used ones. The forest service guy said they were used for carrying chainsaws and other similar gear.

Mel Terkla from Kifaru was making something like that for firefighters, @ Wolfpack gear.

Pretty nice item. Looks priced to sell at $80.
 
Yeah it's an old wildland firefighter pack. The velcro square spot on the back is for a fire shelter. I used to carry a Mystery Ranch or a True North. This pack is a little different and might be made for a hand crew carrying tools or an old initial attack pack (hotshot or smoke jumper), although not exactly what I carried. Saw packs look similar too.
 
I think its just a straight up chainsaw/tool pack for trail work (non wilderness trails you heathens). I think all the velcro areas are for saw rather than shelter or its just terrible design to carry a shelter. I got all the velcro covered up and I can pull my Helium 1 stick from it while wearing. Also plan on removing the reflective squares. Since we all just throw our saws over our shoulders and march, no need for designated saw packs these days. I use mystery ranch since we get pro deals, nar gear, tru north as well. A lot of these are going into the trash nation wide. I think these are from late 90’s???

Yeah I guess you're right! Never seen a fire shelter mounted vertical, might not be the fastest deployment.
