Seeing the two side by side may help folks decide - waist size just doesn't seem like the best way to figure it out. Some people have small waists and big butts and hips.
To me - the measurement around the biggest part of your butt, to an imaginary line drawn across the front of your legs, is the key. With the fabric spread just about like it would be when you're wearing it, the size 1 is about 34" loop to loop. The size 2 is about 38-39" loop to loop(the kite is a little more supple, hard to get an accurate measurement the way i'm trying). The kestrel is about 12" tall, and the kite is about 15" tall at the tallest point in the center. For reference, I hunted with no issues out of the size 1 last season, and I'm 32" in the measurement I describe above. Waist 32-33. However, I could have a 38" waist a big beer belly, and the 1 would still be fine. Conversely someone could be in much better shape and have a 32" waist, and 36" around the butt, and need the size 2.
I actually fit pretty well in the size 2 as well, though it has a ton of extra material in the leg loops and waist strap obviously. I don't notice a big difference in comfort yet, but I haven't sat more than an hour.
Hopefully this helps someone out.
