Email the penn state deer research team, they’ll tell you. My money is on tumor

Edit: actually after looking at it again, id contact you local wildlife biologist/game department and share it with them. That deer looks pretty diseased besides the tumor…
 
I saw a whitetail doe exactly like this in Nebraska. She had a terrible gait. It was pretty gross.

The more you look at it the worst it gets. What has me dumb founded is that he grew such a healthy rack with such health issues litterally everywhere else on him
 
Have a doe on cam with something similar. Quick google said hydrocyst??

Yeah, the back half of this fella does not look well. That belly has no sag at all. I live right down the road from Virginia Tech, who I believe has a fish and wildlife research program. Maybe I’ll reach out.

Used to see this on whitetails in western Montana once in a while 30 years ago. The deer were healthy otherwise though. I can't remember what they said caused it, sorry.
 
Sure looks like an arrow shaft sticking up out of it on the left side of his throat patch. You can see it clearly in the first and third pics. Either an arrow or a stick, but definitely something sticking out of him causing a huge abscess.
