My experience with the Bullman ring of steps is twofold. 1 the strap is too short for my liking. And 2 the steps themselves have a horrible smell like asphalt or plastic injection moulding. Sure hope that stink goes away.

take themoff the strap and soak them in a mild warm vinegar solution for a little--no too long, remember, its an acid. Rinse off and let air dry. Should remove the majority of the odor...not sure this will do anything structural to the steps(this is my disclaimer) but I've done it with many other plastic products with no issue....
