My wife sews and seems to think it is ok..just burn the frayed edges..but I think she took out a life insurance policy on me last year so......

Looks to me like it's the tubular webbing that protects the main body of the saddle. If singe it down and use it, IF it is the outside tube and not the 2 inch body.

After a few inches of frayed thread i just recently burned them off. I was wondering the same thing. I inspect it before each hunt, seems to keep getting worse though.
