eBay etiquette?

Ordered and received my hickory creek mini from eBay seller. All good except the advertised quiver was not included. Messaged him 8 July. His response was
Ahhh! I'm so sorry! The quiver is here still! I must have just forgot to throw it in with the rest of the package! I'll get it boxed, shipped, and on the way ASAP!

2 weeks later still no quiver. 2 emails have gone unanswered. What is the path forward. Let it go? File something with eBay? Send another email and/or give it more time?

Weird. When I bought mine directly from Jerry at Drawloc it was sent without a quiver but he said they were on backorder. I recieved my quiver a week after the bow after contacting Jerry. Did you buy it new on ebay? Either way I'd file a claim especially after 2 weeks and him claiming he had it.
 
Yup file a claim with eBay ...I’ve had a coiled issues on there over the years and they were great to work each time.
 
I sold my ten point shadow for 1360.00. Ebay put a hold on my money for 20+ days. Reason was to protect the buyer...they stated it was because it was so much money. I'd file a claim as the sale stated a quiver and showed a quiver. I think I almost bought that bow myself when it was suddenly gone. File a claim.
 
I had problems buying used but usually negotiated a partial refund with the seller. I bought my HC mini used and I did not get the quiver last year. The quiver from another xbow fit it fine. I think it is a kwikee quiver.
 
If he isn't responding then file a claim with ebay. The item should be as described in the listing, in your case with the quiver
