Are the leg buckles on a Tethrd/Aero Hunter- style saddle weight bearing?

I am getting ready to start another DIY saddle and are trying to source the needed buckles. If the leg strap buckles are there to create the harness and are not load bearing, I will get some 1" ladder locks and call it a day.
 
They aren't load bearing on a mantis, but are load bearing on the kestrel. Its mostly personal preference and what you are comfortable with.
