I know that it is common practise to use and I do religiously for various operations aloft but my question applies to using sticks or say W.E. steps. How exactly is this going to do anything but slow a fall down not completely stop you from falling? I like the idea of having a cinched line around the tree would be the solution but hard to move up the tree.

What are you asking?
 
A linemans belt is a work positioning device. It will limit your fall. There are other options that offer better safety. There is also delicate balance between ease of use and safety when comparing these options. Only you can make that decision.

If you're keeping it appropriately tight, it will catch and leverage you against the tree...at least severely slowing your fall, most likely stopping it. Albeit uncomfortably.
