WE Step bag?

What is the purpose of the black handle inside the WE step bag? It isn’t long enough to fold out and hold and it doesn’t seem big enough to out all 5 of my steps through.

It's to hold your first (bottom) step. Keeps it so that it doesn't push down through the bottom of your bag as you start to weigh it down from your other steps being stacked on it. Hope that makes sense. If you have access to YouTube, there is an old video by Jim Step that explains it.
