    I believe this is just one long strap - the boatbuckle looped in on one end, and the hook on the other. He can cut the buckle end off and then feed the new cut end through the guides of the buckle.

    I don't think the boatbuckle should be enclosed within a sewn loop like that. The strap should go through the guide slots and the metal bar that is currently inside your sewn loop is where the hook would attach. So the way it should work is you would hold on to the end with the flat hook and...
