It has the internal lineman belt made of 1½ or 2 inch strapping with the lineman loops, I don't know the ratings on it to be fair. I know the buckle does have a rating, and I'd imagine the belt itself does too. the length of the strap is so it should fit most waists, I can measure the max length in a bit if you'd like

I used it as additional back support and to hold my pouches to avoid saddle sag, that was my primary use of it
 
What size is it? More interested in minimum than maximum.
 
The outside of the belt is 30inches, the total length is right around 60 inches. Here's a few more pics
