It really depends on your goals. If your looking for 140'' deer, 120'' deer, a lot of deer, or old deer. Ohio has some pockets that hold A LOT of deer and some other places that get the piss pounded out of it. There's the places that commonly come up in searches and others that rarely come up. How long you staying? If you're doing two weeks then you could bounce all over the state. If you doing a week I'd pick a place or places with a lot of ground. Nov 1 the trucks start rolling in.
Remember Ohio is the first "big buck" state in the Midwest that offers very low out of state tags. Therefore you'll get PA, NY, WV, Virginia, and New England folks going west. 90% will scout online, 7% will phone a friend, the other 3% might put boots on the ground.
I grew up there and cut my teeth chasing whitetails on mostly private land. It's not what it once was, however there's good deer if you want to grind it.....I mean grind it. Don't be afraid to ask for permission for private. There's folks who still give permission and large ag farms that let anyone hunt (those can be worse than public land too).
I've hunted close to my family home in SE Ohio. If I go back I'll be hunting for 10 days and leaving before NOV 1.
