I need some help with RCH sizing. Am I right for proper fit you can wear the RCH over all pants and base layers, but for the waist you should be against base layers to contact the iliac crest?

Are you wearing your outer layer over top of your RCH? If so doesn't the belay loop then make the belly of your jacket or coat stick up? (Seems cold.)

Edit: Do you compare your typical pant size to RCH waist sizes, plus a few inches for adjustment? Or do you get a harness with loads of adjustment to stuff your winter layers under the waist belt?

I wear my Killdeer over my outer layers. I typically just use my normal waist size as my size reference... First season or two I referenced while adding up size to winter layers, but I've since found that it doesn't personally benefit me. If it's that super cold where I'm worried about my butt area being compressed and cold, I'll bring my CGM Saddle Woobie.

I wear size 32 jeans (weirdly the actual tape measurement is more like 37" inches right around my waist... I have no idea how clothing manufacturers measure). With a hoodie and my hunting coat on it's 42" just above my belly button, as I think as an RCH should fit. So by what you're saying, I should get a harness that fits comfortably to 42"?

Absolutely, as for my recommendation. It's obviously going to be compressed somewhat under load. I wear a 30-32 waist in pants and I opted for the medium Killdeer @ 31-36" and it's perfect.
