Is the bolt that holds the top cleat supposed to be tight? The way I recieved my platform was with the bolt relatively loose so that the top cleat or stand off could rotate pretty easily. Just wondering if its supposed to be like that for some reason or if I'm okay to tighten her down? Thanks
