When it's talked about weakening the beener, are we talking about it in its current state of being cross loaded or is the beener now fatigued so if we had a beener rated at 9kn, it gets crossloaded, take it off then use it properly, is it now say a 2kn beener?

If you cross load it past the cross load strength then you could compromise the longitudinal strength. If you stay below the cross load strength then your most likely good. Check for deformation, cracks, that the gate works properly, etc.

All of the above. Without knowing the specifics of the load, frequency, direction, even the materials, construction, etc, the answer to the question is unknown. When it comes to quality climbing gear, the engineers design and test it to function for a very long time within the specified loading parameters. Once you start going outside those parameters you’re on your own in terms of safety. There isn’t a clean one word answer to what’s in reality a very complex problem.
