If I’m thinking of this right, that’s how we use to use the OCB before we discovered using the metal hook. If it’s seen on then you have to thread the tag end through the buckle each time. It’s better having the buckle threaded already and all you have to do is hook in and cam over.
That is correct. I had a few requests for the buckle to be sewn directly onto the strap and to eliminate the hook. Reduced noise potential (slight), minor weight savings, cheaper, fewer parts. Yeah, threading it isn't a problem.That’s what I thought too. I suppose these OCBs aren’t so bad to thread once you get used to it. Not sure which I’d prefer.

My original order it looks like I'd purchased a single line-item, but the price was the same as the 2 ala-carte items in 2 (if this makes sense).

Got it. Time to go play around and confirm if i still prefer the hook.
