Light wind proof outer layer- need recommendation.

A cheap, quiet-ish rain shell like cabelas space rain or similar. Layer various insulation options underneath. That's the approach that has worked best for me.
 
I was using a lightweight Columbia rain jacket under another layer (sweatshirt or puffy or even my larger jacket) Wanted something I could just keep with my huntin stuff instead of moving it back and forth from huntin to hikin etc. So I just picked this one up on sale on Camofire for $49.99. Haven’t hunted with it yet but took it outside in the wind and it seemed to work. Gonna use it the same as my Columbia raincoat ie. under something. I’ve got several Black Ovis things and I think they make good stuff.

Layering 101, optimally your windproof layer is the outermost layer. The whole point is to trap the warm air retained by your inner insulating layers from being exposed to the outer atmosphere. Any insulating layers beyond, exposed to the wind, are not going to be insulating as efficiently as they could be. Even some purpose-built hunting garments with a windproof membrane don't quite get that concept right. That said in real world hunting situations I only really notice that when it gets really brutal, like sub-freezing temps and 20 mph winds. More typical hunting conditions I find I can stay reasonably comfortable in merely wind-resistant layers without needing a wind impervious shell.
 
Look for a pertex shell. Not as loud as a nylon windbreaker. A little softer. If you like pullovers, the montane Featherlite smocknis hard to beat. Size up. I have an xl. It packs the size of a tennis ball.

Next material up is pertex shield, which is waterproof as well, but more crinkly. Pertex itself does pretty well with a wash in DWR. And dried insanely fast.

If you are not hung on the idea it must be camo colored, check out Jason Samkowiak's review on youtube of the Columbia Ascender jacket. I just got one and they are really nice. IMHO
 
Rivers west has a lightweight jacket that is waterproof and is fleece on the outside, it has pit vents and breathes well, I wear mine from 50°F and down and love it! Better yet it comes with a 10 warranty.
 
No specific brand, just flat finish in the colors of choice for the cheapest price.

Outlaw? I have the jacket and bibs.....not super breathable but rivers west is the best "I'm gonna sit in the rain all day" suit I've ever used....and I've had high dollar 3 layer gore tex pro as well.
 
I really like Pnuma’s waypoint. They have a great wind stopper and very impressed so far. Day One will make you a coat with wind stopper too. Both are great options.
 
Pull over has the side zips that everyone likes with other pieces of clothing......

John Barklow that works for sitka and has worked and trained military in the past on cold weather survival has a page called "knoledge from storms" goes over a ton of things including layering. If I remember correctly he wears a light weight wind stopper layer right over his base layers then another as part of an outer shell. It's worth checking out his page on IG or the website to get info from someone who's job is and has been putting these systems to real word tests for a long time.
 
Look into GameHide stuff. They rate all their garments on criteria such as permeability, insulation, fabric noise, even burr removability. I’ve had a GH parka and bibs for 10 seasons that I’m quite happy with. Hoping to add one of their two-piece jackets to my repertoire this year.
