I'm guess because he wants to include them with the finished predator platform product, and hand dipping bolt heads would add significant amount of manual labor to what is already a labor intensive product to manufacture.

I would guess you would want delrin or similar. Tough to get rubber to handle the load I think. Might also be easier to bond a rubber pad to the post where the bolt interfaces.
