If you live in a metropolitan area you can bet your rear that there are leash laws. If you live in a rural ag area their probably still leash laws, but sadly those aren’t enforced typically.
I live 35 miles SW of Atlanta on 40 acres. I have a German Shepard Service dog that is Border Trained, Personal Protection Trained, and Seizure Trained for my 21 yr old Autistic son. She is also very protective of him. I do not keep her on a leash because it is counter productive for what I trained her to do. Long story short I’ve had to go to court a couple of times because someone has come down my drive when my son and dog were outside, and the visitor was chased back to the car. The Pooch Police don’t like Dogs at Large”. The Magistrate Judge for my county, has common sense. He understands that if you drive down a 2000’ gravel drive, ignore the 5 posted signs, see a barking German Shepard with her hocks up, and still decide to try to spread the word of God, it’s not my fault if you get nipped in the ass.
But back to your issue, look up “Dog at Large”, “Leash Laws” and “Ferocious Dog” laws in your county. If the Pooch Police won’t help, see if you can find out who they carry their Home Owners insurance with. They will cancel them in a heart beat if there is a “ferocious dog” on the property.
I am a dog lover…I’ve owned hunting dogs my whole life. I was so heart broke when my last Lab died 3 yrs ago I quit waterfowling. I will say this, I have no use for an untrained, bad behaving, disruptive dog. There are ways to solve your problem quietly, but that needs to be a last resort.
